How Indian Scholars Should Read a Union Budget Annex Before They Teach Fiscal Claims

Every February, Indian classrooms and working papers absorb the Union Budget as if the Finance Minister’s speech were the accounts. It is not. The speech is a political narrative with selected numbers. The fiscal claim lives in the Budget documents: the Annual Financial Statement, Expenditure Profile, Receipts Budget, Demand for Grants, and the notes that distinguish Budget Estimates from Revised Estimates from Actuals. If you teach the speech, you will mis-date a scheme, mix a capital outlay with a transfer, and write a Budget-shock dummy a referee cannot reconstruct.

This briefing is a working method for scholars and commerce teachers who need the instrument. The method is India-specific because the Union Budget is a layered paper trail, not a single PDF. The same discipline travels to other emerging-economy budget days that publish a speech first and the tables later.

It is also a classroom problem. Commerce programmes treat Budget day as current affairs. Students leave able to quote a slogan and unable to find the row for a centrally sponsored scheme. Faculty who train the retrieval muscle produce better seminar papers and fewer hallucinated fiscal ratios.

1. Stop treating the Budget speech as the fiscal statement

The speech is designed to be heard in ninety minutes. It compresses four things that matter for research and teaching: whether a number is a Budget Estimate or a Revised Estimate, whether an outlay is on-budget or extra-budgetary, whether a new scheme is a renaming of an old demand head, and whether a tax change is in the Finance Bill or only in a press note.

Three failure modes show up in slides and in empirical papers.

Do not. Paste a newspaper URL into the reference list and write GoI (2025). That is a secondary source about an instrument. Treat it the way you would treat a magazine summary of an Ind AS paragraph.

The working habit is mechanical. Open the Union Budget website for that year. Download the Annual Financial Statement, the Expenditure Profile or Expenditure Budget, the Receipts Budget, and the Finance Bill. Note the document vintage on the cover. Only then open the speech PDF.

2. Place the speech inside the Budget documents stack

Scholars who write as per the Union Budget as if it were one file are citing a family, not a table.

Economic Survey chapters and television explainers are useful in a motivation section. They are not the Budget. If a Survey floated an elasticity that the Finance Bill did not enact, citing the Survey date as the tax-change date is a specification error.

Working rule. If you cannot name the document, the table number, and whether the cell is BE, RE or Actuals, you are not ready to cite. You have only recognised the topic.

3. Separate BE, RE and Actuals before you write a growth sentence

Indian fiscal time has three clocks, not one Budget day.

Budget Estimates (BE) are what the government asks Parliament to approve for the coming year. They are plans. Markets and classrooms treat them as facts. They are not.

Revised Estimates (RE) are the mid-course rewrite, published with the next Budget. They absorb slippages, supplementary grants, and schemes that never spent. Comparing this year’s BE with last year’s RE is a different object from comparing two BEs.

Actuals arrive later still, in subsequent Budget documents and in Controller General of Accounts monthly accounts. Outcome research that needs what was spent should prefer Actuals. Event studies that need what markets heard on Budget day may use the speech and the BE tables published that afternoon.

Classroom clock

On Budget afternoon, teach the BE table and label it as a plan. When the next Budget arrives, reopen the same scheme and show RE versus the old BE. That single pair of slides teaches more fiscal humility than a month of slogans.

Research clock

If the outcome is an accounting ratio built from annual reports or from state finance accounts, the Actuals vintage that matches the sample year is the candidate series — not the speech PDF from February.

3.1 Nominal rupees are not a growth rate

Annex tables are in crore rupees. Speeches often quote percentages without stating the base. A teacher who writes that education spending rose 12 percent without saying BE-on-BE or BE-on-Actuals has already lost the argument. Write the base in the sentence. Deflate when the claim is real spending. State the GDP series if the claim is a ratio to GDP — old and new GDP bases are not interchangeable.

Do. Put a one-page instrument appendix in every Budget paper: document title, year, table number, cell vintage (BE/RE/Actuals), unit, and the URL plus retrieval date. Referees of public-finance and development journals look for that appendix.

4. Trace a scheme from announcement to demand for grants

Flagship names move. A scheme announced as new may be a merger, a rebrand, or a top-up of an existing demand head. Coding treated after announcement year without mapping the head of account will assign treatment to the wrong ministries and the wrong states.

Practice:

  1. From the speech or press note, write the exact scheme name used that year.
  2. Search the Expenditure Profile for that string and for likely predecessor names.
  3. Note the ministry, the demand number, and whether the outlay is centrally sponsored, central sector, or a transfer to states.
  4. Check whether a Finance Commission transfer or a cess sits beside the scheme and was counted twice in a newspaper graphic.
  5. For state-level outcomes, open the state budget or finance-accounts line that receives the central share. Union BE is not state Actuals.

Extra-budgetary resources and public-sector borrowing sit outside some popular total-expenditure slides. Infrastructure pipelines funded through PSUs can move activity without moving the fiscal deficit in the way a first-year textbook expects. If your paper is about public investment, say whether you include extra-budgetary capital.

An announcement is a name. A demand for grants is an appropriation. Cite the appropriation if you are measuring money.

Gender, climate and SDG budget statements, when published, are mappings — they are not a second set of cash accounts. Treat them as the government’s own crosswalk, then audit a sample of rows against the parent demand. Do not teach the gender-budget total as incremental spending unless the notes say the money is additional.

5. Name the deficit you are teaching: fiscal, revenue, or primary

Commerce classrooms slide between three deficits as if they were synonyms. They are not, and FRBM targets have not always used the same one.

Off-budget items and asset sales change the optics. A disinvestment line in the Receipts Budget can compress the fiscal deficit without compressing the public sector’s net liability in the same way. If you teach that the deficit came in at x percent of GDP, name the deficit, the GDP vintage, and whether the ratio uses BE, RE or Actuals.

Do not. Compare India’s fiscal-deficit ratio in a Budget slide with another country’s general-government number from IMF WEO without saying so. Union deficit is not general government. State deficits and extra-budgetary borrowing complete the picture.

For difference-in-differences around a Budget tax change, the Finance Act and the effective date of the rate beat the speech date. For market-event studies, the speech window and the later Parliamentary amendment both deserve a line in the appendix. Do not collapse them into one Friday dummy.

6. Cite so a student can retrieve the same table

Journal style manuals were not written for Indian Budget annexes. Invent a consistent house style and keep it for the whole manuscript and the whole course pack.

Minimum elements in the first citation:

In-text, after the first full cite, use the document-plus-table short form. Table numbers beat page numbers because reprints paginate differently. Replication files should include the PDFs you coded from. Links rotate when the next Budget microsite replaces last year’s tree.

Classroom twin. Put the table number on the slide that shows the claim. If a student cannot open the same cell in four minutes from the slide, the class was a viewing party, not a methods hour.

When a newspaper or a brokerage note is the only source a student brings, accept it as a lead and require the annex. The grade is on the retrieval, not on the slogan.

7. Teach the annex as an instrument, not a festival

Budget week in Indian campuses is often a panel, a quiz, and a social-media graphic. That week is cheap without the contract. The Budget is the annual appropriation of public money plus the tax law Parliament is asked to pass. Students who can find a demand head will still be employable in April when the hashtag is dead.

A usable two-hour seminar:

  1. Assign one scheme name from the speech. No other reading.
  2. Students must return with the Expenditure Profile row, the demand number, BE and last year’s Actuals if printed, and one sentence on whether the scheme is central sector or centrally sponsored.
  3. A second pair compares the speech percentage with the table percentage and explains the gap in one paragraph.
  4. Close by writing the citation line together on the board.

That seminar scales to GST rate-change notes, to state budgets, and to municipal budget books that many commerce programmes never open. The muscle is the same: name the document, name the vintage, name the unit.

Close. Fiscal literacy in an emerging economy is a document skill. The speech will be forgotten by April. The annex is what the accounts were asked to do. Teach that file.
